What is a P11D Form?

A P11D form is a statutory document that employers use to report to HMRC certain benefits and expenses provided to employees and directors during the tax year. These benefits and expenses are often referred to as a “benefit in kind” and are subject to tax deduction.

Who Needs to Fill in a P11D Form?

Employers are required to submit a P11D form to HMRC for each employee or director who has received taxable benefits or expenses during the tax year. This includes both cash and non-cash benefits, such as company cars, private medical insurance, and reimbursed expenses.

Understanding Taxable Benefits and Expenses

Taxable benefits and expenses include a wide range of items, such as:

  • Company cars and fuel
  • Health insurance
  • Interest-free or low-interest loans
  • Living accommodation
  • Assets provided for personal use
  • Entertainment expenses
  • Relocation expenses

You may have put your employee benefits through their payroll (this will be mandatory from 6th April 2026) in which case you don’t need to provide them with P11Ds.

 

The Process of Filling in a P11D Form

  1. Identify Reportable Benefits

Review your records to identify all benefits and expenses provided to employees and directors during the tax year. 

  1. Calculate the Cash Equivalent

For each reportable benefit, calculate the “cash equivalent” value. This is the amount that HMRC considers taxable and is used to determine the employee’s tax liability. HMRC provides guidance on what needs to be reported for different types of benefits.

  1. Complete the P11D Form

Use HMRC’s official P11D form to report each taxable benefit and expense. The form consists of several sections, each corresponding to a different type of benefit. Provide accurate details for each benefit, including the cash equivalent value and any relevant codes.

  1. Submit the P11D Form to HMRC.

Once the P11D form is complete, submit it to HMRC by the deadline, which is typically July 6th following the end of the tax year (April 5th). You can submit the form electronically using your government gateway account or by post.

  1. Provide Copies to Employees

After submitting the P11D form to HMRC, provide copies to each employee or director who has received taxable benefits or expenses. This allows them to review the information and ensure it is accurate before the deadline.

Using your HMRC online account is just one way to report the P11D. If you have a payroll provider they will most likely use their payroll software to prepare and submit the P11Ds.

What is a P11D(b)?

You must pay Class 1A National Insurance Contributions (NICs) on the cash equivalent of the benefits you provide to your employees, regardless of whether you process these through your payroll or prepare and submit P11Ds at the end of the tax year. Class 1A NICs will be calculated at 13.8% for the 2024-2025 tax year. The P11D(b) form is for the employer (not the employees) and notifies HMRC of the Class 1A NICs which are due on the benefits provided to the staff.

Penalties for Non-Compliance

Failure to submit a P11D form on time or inaccurately reporting benefits and expenses can result in penalties from HMRC.
